انفجار بيروت: تناشد اليونيسف بشكل عاجل تمويل بقيمة 46.7 مليون دولار لمساعدة 100 ألف طفل خلال الأشهر الثلاثة المقبلة

على الأقل ثلاثة أطفال قتلوا و1,000 جرحوا و100 ألف تضرروا بشكل مباشر. تركز اليونيسف على الحفاظ على سلامة الأطفال وإعادة تأهيل الخدمات الأساسية وتقديم الدعم للمتطوعين الشباب.

 بيروت/جنيف، 14 آب/أغسطس 2020 – تناشد اليونيسف بشكل عاجل تمويل بقيمة 46.7 مليون دولار أمريكي للاستجابة لاحتياجات الأطفال والعائلات المتضررة بشدة من انفجار بيروت الذي حصل في 4 آب/أغسطس. وقد ارتفع عدد القتلى في الانفجار الى ما لا يقل عن 171 شخصاً من بينهم ثلاثة أطفال. وأصيب ستة آلاف شخص آخر، من بينهم نحو 1,000 طفل. وتقدر اليونيسيف أن حوالي 100 ألف طفل قد تضررت منازلهم أو تعرّضت للدمار الكامل. وتعيش عائلات كثيرة في ظروف معيشية سيئة ولا تتوفر لها فرص مناسبة للحصول على المياه والمرافق الصحية.

قالت المديرة التنفيذية لليونيسف، هنرييتا فور: “لقد سبّب انفجار بيروت صدمة إضافية لأطفال لبنان الذين حتّمت عليهم الظروف المعاناة من آثار الأزمة الاقتصادية الحادة والجائحة المستعرة. تعمل اليونيسف وشركاؤها على الأرض، ومنذ اليوم الأول، لإنقاذ مخزون اللقاحات وتوزيع المياه والمساعدة في إزالة الأنقاض. إننا نثق في مؤازرة الجهات المانحة لمساعدتنا في دعم الأطفال والعائلات الذين تضرروا من هذه الفاجعة، والذين سيحتاجون إلى كل الدعم الذي يمكنهم الحصول عليه لإعادة بناء حياتهم.”

وقد أتى هذا الانفجار في سياق اقتصادي منهار أصلًا، وارتفاع في حالات الإصابة بـ “كوفيد-19” (7٫711 حالة إجمالية حتى تاريخ 13 آب/أغسطس).

كما أوضحت نائبة ممثلة اليونيسف في لبنان، فيوليت سبيك-وارنيري، خلال مؤتمر صحفي عبر الإنترنت مع وسائل الإعلام الدولية التي تتخذ من جنيف مقراً لها، فإن اليونيسف تعمل على الأرض مع الشركاء لتلبية الاحتياجات الملحة. يركز نداء التمويل المنقح على ثلاث ركائز:

أولاً: الحفاظ على سلامة الأطفال ويشمل ذلك:

• الدعم النفسي والاجتماعي والصحة العقلية لمساعدة الأطفال وعائلاتهم على التعافي من الصدمة. يأتي هذا الدعم على شكل رُزم دعم نفسي للأطفال وذويهم؛ وإنشاء مساحات صديقة للأطفال في المناطق المتضررة؛ وتقديم دعم مكثّف ومتخصص.
• خدمات حماية الأطفال من العنف القائم على النوع الاجتماعي، وتوفير مستلزمات النظافة، مثل الفوط الصحية.
• منحة نقدية طارئة لمرة واحدة، لضمان أن تكون العائلات الأكثر هشاشة اقتصاديًا قادرة على تلبية الاحتياجات الأساسية لأطفالها.
• تسهيل توزيع 10 آلاف لقاح ضد التيتانوس وتقديمها للمصابين كإجراء احترازي.

ثانيًا: إعادة تأهيل الخدمات الأساسية التي تحافظ على سلامة الأطفال.

• لا تزال هناك العديد من البيوت التي لا تصلها المياه الكافية والصالحة للشرب أو للطهي أو لأغراض النظافة الشخصية، لذا فإن الاستجابة تشمل إصلاح مرافق وأنظمة المياه والصرف الصحي التي تعرضت إلى التلف.
• تغطي هذه المناشدة إعادة تأهيل 16 مركزًا متضررًا من مراكز الرعاية الصحية الأولية التي تخدم 160 ألف شخص، وتزويدها بالإمدادات المُلحّة، بما في ذلك أدوات الحماية الشخصية الضرورية التي يحتاجها العاملون في مجال الصحة وعاملوا الخطوط الأمامية، لأنهم يقومون في الوقت ذاته بالاستجابة لجائحة “كوفيد-19”.
• يتواصل وصول الإمدادات، بما في ذلك شحنة تحتوي على أكثر من 3.5 مليون قناع جراحي و2.6 مليون زوج من القفازات وغيرها من المعدات بما في ذلك واقيات الوجه والمعاطف وأجهزة قياس حرارة الجسم والنظارات الواقية وأغطية الرأس.
• • نقل ما لا يقل عن 80 في المائة من أدوية الأمراض الحادة والمزمنة وجميع اللقاحات المخزنة في المستودع المركزي المتضرر من الانفجار
• والأمر الأهم بالنسبة للأطفال، هو إعادة تأهيل المدارس المتضررة، والتأكد من إمكانية استمرار الأطفال الذين تضررت بيوتهم في التعلُّم – سواء كان ذلك في الصفوف الدراسية، أو عبر التعلم الذي تم تطبيقه في ظل جائحة “كوفيد-19”.

أخيرًا: إن العمل الذي قام به المتطوعون الشباب حتى الآن بمساعدة الموارد والأدوات التي قدمتها اليونيسف، من تنظيف للحطام، إلى تقديم الطعام والمياه، وحتى خياطة الكمامات – قد يكون هو الجانب الأكثر إلهامًا وباعثًا للأمل خلال الاستجابة حتى هذه اللحظات. إن المناشدة التي تمّ تحديثها سوف توفر التدريب والموارد لتزويد آلاف اليافعين بالمهارات التي يحتاجون إليها – سواء كانت في مجال النجارة أو السباكة أو البناء – لكي يشكّلوا جزءًا من جهود إعادة بناء بلدهم.

BEIRUT/GENEVA, 14 August 2020- UNICEF is urgently appealing for US$46.7 million to respond to the needs of children and families severely affected by the Beirut explosions on 4 August. The death toll from the explosion has increased to at least 171, including three children. A further 6,000 people, including around 1,000 children, were injured. UNICEF estimates that nearly 100,000 children had their homes damaged or destroyed. Many households are in poor living conditions with no proper access to water and sanitation.

“The Beirut explosions have created additional trauma for the children of Lebanon who also have to cope with the impact of a steep economic crisis and a raging pandemic,” said UNICEF Executive Director Henriette Fore. “UNICEF and partners have been on the ground from day one, salvaging vaccine stockpiles, distributing water, and helping clean up debris. We count on our donors to help us support the children and families who are affected by this tragedy and who will need all the support they can get to rebuild their lives.”

The Beirut explosions come on top of an already collapsed economy and a surge in COVID-19 cases (7,711 total cases as of August 13).

As highlighted by UNICEF Lebanon Deputy Representative, Violet Speek-Warnery, during an online press briefing with international media based in Geneva, UNICEF is working on the ground with partners to meet the urgent needs. The revised funding appeal is focused on three pillars:

Keeping children safe:

• Mental health and psychosocial support to help children and their families recover from trauma. This comes in the form of psychosocial kits for children and parents; to setting up child-friendly spaces in affected areas; to the provision of more specialized, intensive support, including hotlines and provision of referral tents.
• Services to protect children from gender-based violence and the provision of hygiene supplies such as sanitary pads.
• One-off emergency cash grant to make sure that the most economically vulnerable families can meet their children’s basic needs.
• Facilitating the distribution and logistics of 10,000 tetanus vaccines^[1] administered to injured people as a precautionary measure. 

Rehabilitating the basic essential services:

• Many homes still don’t have access to safe, sufficient water for drinking, cooking and personal hygiene. The response includes repairing damaged water and sanitation facilities and systems.
• The appeal covers support for the rehabilitation of 16 damaged primary health care centers that serve 160,000 people and equipping them with critically needed supplies, including much-needed personal protective equipment for health and frontline workers who are simultaneously responding to the COVID-19 pandemic.
• Supplies continue to arrive, including a shipment with over 3.5 million surgical masks, 2.6 million pairs of gloves and other equipment including face shields, coveralls, thermometers, goggles and headcovers.
• Relocating at least 80 percent of acute and chronic medications and all of vaccines stored in the central warehouse damaged by the blast.
• And, crucially for children, rehabilitating damaged schools and making sure that children whose homes have been damaged can keep learning – whether in classrooms, or via COVID-enforced distance learning.

Finally, UNICEF is supporting young volunteers who are helping affected families with debris cleaning, cooking and food and water distribution, reaching 3,500 people so far. These young volunteers are part of ongoing programmes supported by UNICEF to strengthen their skills for income generation. The revised appeal will strengthen training and resources to equip thousands more adolescents and young people with the skills they need – whether it is carpentry or plumbing or construction – to be part of the effort to rebuild their country.
